Reconstruction Continues... Al Anbar Province Construction started on a Water project that will produce, treat and provide water to approximately 200,000 residents of Fallujah, Al Anbar Province. The statement of work for this project requires construction of a 9,600 m3/day water production and treatment plant, including intake cribs, generators, filtration and chlorination systems, pumps, piping, and perimeter security walls. A storage reservoir and approximately 6.2 km of transmission piping to the Askari sector of the city will also be installed. The $2M project is funded by the Commander’s Emergency Response Program, or CERP. Construction begins on a Water Pump Station project in Fallujah, Al Anbar Province that will be completed mid-February and will pump storm water from the southern area of Fallujahprone to flooding during the rainy seasonto the Euphrates River. The $354K project is funded through the Commander’s Emergency Response Programgrass roots funds coordinated between community leaders and their maneuver unit commanders for more immediate relief of local community needs. Babil Province Construction begins on a Firing Range project at the Hillah Police Academy, Babil Province. The $434K project’s scope of work is for construction of 12 rifle and 12 pistol ranges, and will employ an average of 10 Iraqi workers daily until the project is completed mid-May. The firing range will provide a secure location for the Babil Province police to hone their shooting skills. In the Babil Province, there are 30 Security & Justice projects programmed, with 26 completedor 86 percent. Baghdad Province Construction is complete for a $421k Road Improvement Project in Tarmiya, Baghdad Governorate. The project employed an average of 12 Iraqi workers for 1.5 months, who cleared four kilometers of road from surface trash and debris; graded the foundation; lay gravel; and wet the expedient material and compact. These road improvements benefit potentially 100,000 local people of Tarmiya by providing easier flow of traffic and less congestion. In the total Reconstruction Program, there are 106 Village Road projects, with 85 completedor 80 percent. Rehabilitation is complete on a Water Compact Unit Project in Baghdad Province. The statement of work for the $26K Fanooz Aziz Water Compact Unit project required rehabilitation of two water compact units in Mada’in, that will produce potable water for approximately 3,500 Iraqi residents. At full capacity the two units will produce 720 m3 of potable water daily. Currently, 16 of 35 Water Treatment projects programmed for the Baghdad Province are completeor 46 percent. Construction is complete on the Al Kadhimaya Patrol/Taji Patrol Police Station Project in Kadhimaya, Baghdad Governorate. This project provided renovations to the existing station, including a construction of a two-vehicle car port; installation of window AC units; a 500kva generator and new generator room; interior work and finish (floor and wall tiles, plaster, paint); electrical upgrade; increased force protection of the facility (new metal gate at the entrance); a new water pump; a small parking lot; and bathroom upgrades (commodes, sinks, faucets, showers). The renovations to the facility will improve the work environment, thereby enhancing performance and capability for security forces. Presently 66 of 95 Police Facilities programmed for the Baghdad Governorate are completeor 69 percent. Rehabilitation will be completed on a Sewer Lift Station project that will improve the sanitary sewer services for more than 40,000 Iraqi residents in Mansour, Baghdad Province. The $188K CERP-funded project scope of work entails installing five pumps of various sizes; rehabilitating a five-ton and a seven-ton crane; installing a 750 kVA generator; and performing associated civil, mechanical and electrical work. CERP is a Commander’s Emergency Response Program for funds coordinated by local Iraqi community leaders and their maneuver unit commanders. Rehabilitation is complete on a Sewer Pump Station project that will service more than 15,000 Iraqi families in Mansour, Baghdad Province. The $184K CERP-funded Al-Adl Sewer Lift station includes installation of three submersible pumps with associated control panels; installation of a 50 kVA generator w/automatic transfer switch; and construction of a new building w/kitchen and restroom. This completed project provides dependable and effective removal of sewage, with a state-of-the-art operational pump station. In the Baghdad Goverorate, there are 46 Public Works & Water projects programmed, with 15 currently ongoing and 10 complete. Construction is complete on three Solid Waste Transfer Station projects that increase solid waste removal capabilities in the Baghdad Province; two 9 Nissan neighborhoods and one Sadr City neighborhood. The scope of work for each project required construction of a solid waste transfer station, to include a worksite structure for employees, as well as security fences and gates. Each project provides a central location for garbage collection trucks to transfer trash to large capacity trucks, which then transfers it to the solid waste dumpsite. The three projects range in value from $157K to $279K and are funded through the CERPthe Commander’s Emergency Response Program; grass root funds coordinated through local Iraqi leadership and their maneuver unit commanders for more immediate response to community needs. Construction is complete on two Primary Healthcare Centers in the Baghdad Governorate. The $613K Kadamiyah clinic has the capacity to service 150 patients daily, while the $653K Istiqlal clinic can accommodate the approximate 15,000 families in that surrounding community. Both facilities are essential to relieving the overburdened outpatient care at existing hospitals. Both facilities are two-story, 1,155 square meter facilities with space and capability for medical and dental examination, treatment and x-ray, as well as space for immunizations, laboratory, pharmacy, and public education. These are the first two of 30 Primary Healthcare Center projects in the Baghdad Governorate to be turned over to the Ministry of Health. Construction is complete for two Water Compact Unit Refurbishment Projects in the Baghdad Province. The contracts required the refurbishment and rehabilitation of the Al Hilaway and Al Khanaasah WCUs to a level of maintenance that will bring them back to full operating condition. The projects cost $22k and $17k, respectively. Currently, 16 of 35 Water Treatment projects programmed for the Baghdad Province are completeor 46 percent. Basrah Province Construction started on a Water Compact Unit project that will provide potable water to 20,000 residents of Abo Bosari in the Basrah Province. The $590K project is scheduled for completion mid-May, and the statement of work requires construction of a new 360 m3/day water treatment plant with reverse osmosis. In the Basrah Province, 19 Public Works & Water projects are programmed, with 11 ongoing and four completed. Work is complete on a Water project that will supply water to approximately 10,000 Iraqi residents in the Abu Skheer area of Basrah Governorate. The $191K Abu Skheer Water Main project’s scope of work included installation of approximately 2,000 lm of water distribution main line and all associated accessories. In the Basrah Governorate, there are 17 Public Works & Water projects programmed, with one complete and 11 ongoing. Nationwide, there are 387 planned with 243 completedor 63 percent. Construction is complete on two Village Road Projects in the Basrah Governorate that will provide improved transportation for 6,000 local residents in Taha and Al Khas; including access to a school and a water treatment plant. The road segments go through congested neighborhoods in Taha (3.5km) and Al Khas (5.7km). The scope of work for both contracts improved the existing roadway by paving asphalt 6m wide. Additionally, the contractor installed six culverts in the Al Khas road segment to assist the movement of water for agricultural irrigation. Presently, three of five Village Road Projects programmed for the Al Basrah Governorate are completeor 60 percent. Construction is completed on the Khor Az Zubayr New Power Generation Plant in Az Zubayr, Basrah Province that nearly doubles the output of the existing Khor Az Zubayr Power Plant, thereby greatly enhancing the lives of the 1.5M residents of Basrah. The scope of work on this $118M project was to design, install, and commission two new turbine-generator units at the existing power plant, with each unit adding 125 Megawatts to the Iraqi national electrical grid. In the nationwide Reconstruction Program, there are 28 Electricity Generation projects programmed, with seven ongoing and 16 completedor 57 percent. Construction is complete on Point of Entry project in Safwan, Basrah Province. The scope of work on this $2.9M project was for design and construction of a Point of Entry that includes administration buildings, public bathrooms, canopies with search pits, a road network, segregation fencing between traffic lanes, entry/exit gates, and a perimeter wall with security lighting. This project provides the Iraqi Border Patrol and Ministry of Interior a facility to monitor and control the safe passage of vehicles and persons traveling between Kuwait and Iran. In the Basrah Province, there are 36 Security & Justice projects programmed, with 31 completeor 86 percent. In the total Reconstruction Program, 624 of 1,062 programmed S&J projects are complete, for a 59 percent completion rate. Construction is complete on Point of Entry project in Safwan, Basrah Province. The scope of work on this $2.9M project was for design and construction of a Point of Entry that includes administration buildings, public bathrooms, canopies with search pits, a road network, segregation fencing between traffic lanes, entry/exit gates, and a perimeter wall with security lighting. This project provides the Iraqi Border Patrol and Ministry of Interior a facility to monitor and control the safe passage of vehicles and persons traveling between Kuwait and Iran. Dahuk Province Construction begins on a Rehabilitation Center project in the Zerka District, Dahuk Province. The $5.6M Dahuk Rehabilitation Center project will employ approximately 40 Iraqi workers daily until its completion October 2006. The statement of work is to finish constructing a correctional facility that the Dahuk Province started in late 2000 and halted in mid-2001 due to political and funding issues. The Dahuk Rehabilitation Center will have the capability of housing 1,500 inmates with separate facilities for juveniles, women, and different crime levels. The center includes classrooms, workshops, medical facilities, sports facilities, and other services for a complete self-contained correctional facility. In the total Reconstruction Program, there are 36 Security and Justice projects programmed, with 35 started and 20 complete (57 percent). Erbil Province Construction is complete on two Electrical Projects in the Erbil Governorate. The $5M Zanko Substation benefits the 30,000 residents of the area; and the $10.3M Zanko Substation Feeder project increases reliability of the electrical distribution system serving North Erbil. The substation project included installing two 31.5 MVA transformers and all electrical equipment (building switchgear room, transformer pedestals, cable trenches, guard house and septic tank). It has two 33kv incoming underground cable lines. Incoming power is supplied from the North Erbil 132/33/11KV substation. Zanko substation has 12 outgoing 11KV feeders. The Zanko Substation Feeder connects the Zanko Substation to the North Erbil Substation. This project included 5km of excavation work between the two substations, laying two circuits of three phase power cable and two fiber optic wires. Construction completed on an Electricity distribution project that will provide power to at least 30,000 people in Khanzad, Erbil Province. This $3.9M substation project includes installing two 10 MVA transformers, building switchgear room and guard house, and installing a septic tank. The station has two 33 kV incoming lines that feed from the Salah ad Din 132/33/11 kV substation by a 33 kV overhead line and eight 11 kV outgoing feeders. In the Erbil Province, there are 16 Electricity projects planned, with seven completedor 43 percent. Karbala Province Construction is completed on two Fire Station Projects in the Karbala Governorate. Both fire stations were refurbished to include new doors, windows, electrical, plumbing, heating, ventilation and air conditioning systems, flooring, wall repairs and painting. Both stations cost $110K each and are two of the four Fire Station Projects programmed for the Karbala Province that are completedfor a 50 percent completion rate. Construction is complete on a School project for the 480 students of a school for girls in Khairat, Karbala Province. The $153K project included demolition of the old school and construction of a new single-story school with 12 classrooms. Of the 16 School projects planned for the Karbala Province, 14 are completeor 88 percent. Construction is complete on the Imam Ali School, in Karbala, Karbala Province. The scope of work required refurbishment of an existing school including new floor tiles, doors, roof, windows, and a security fence. This school will provide a better educational environment for approximately 960 students. In the Karbala Province there are 15 School projects planned, with 13 completedor 86 percent. Maysan Province Construction is complete on a Border Post project in Al Amarah, Maysan Province that increases security along the Iraq/Iran border. The $272K project was to design and construct a border fort that includes billeting, kitchen, armory, observation posts, force protection measures, offices, showers, and a 50 kV generator with an additional 50 kV back-up generator. This 20-man border post also facilitates training for the border police and provides additional logistical support for border patrols. In the Maysan Province, there are 25 Border Posts planned, with 24 completeor 96 percent. Mosul Province Construction is complete on a Water Pump Station project in Mosul that will benefit approximately 100,000 Iraqi residents in the western part of Mosul. The $192K project consisted of construction of a new pump station, a vital component of the water system to insure that homes and businesses have adequate water pressure and water flow. Currently, 18 of 19 Water Treatment Projects programmed in the Ninewa Governorate are completeor 95 percent. Muthanna Province Construction is complete for six Police Renovation Projects that help ensure the Al Muthanna Governorate remain quiet and peaceful. The projects are located in Ar Rumaytha, Al Mamlaha, North Samawah, Al Masfa, Al Kidr, and East Samawa, and range from $40K to $60K. These completed projects highlight progress in support of “The year of the Iraqi Police”, and their renovations include construction of a vehicle check point with designated vehicle search areas; blast wall barriers to protect against VBIEDs; security lighting to ensure proper illumination during night time operations; and renovations to existing on-site Iraqi Police housing. Of the 16 Police facilities programmed for the Al Muthanna Governorate, 13 are completeor 81 percent. Ninawa Province Construction is complete for a School project that 150 students and eight faculty members will enjoy in Mosul, Ninawa Province. The Al Basasel School project was to build six additional classrooms to the existing facility. The $434K projects was funded with CERP moneyCommander’s Emergency Response Program; a grassroots effort to address the immediate needs of a local Iraqi community, coordinated between its leaders and their maneuver unit commanders. Qadisiyah Province Renovations are complete on the Malk Al Ashtar School project in Diwaniyah, that will benefit some 2,000 Iraqi students currently attending classes in two smaller and older schools in this economically disadvantaged area. The $93K project statement of work included renovation of an existing two-story, 31-room school building, formerly called the Saddam Hussein School. The facility was in poor repair and heavily vandalized following the collapse of the previous regime. In the Qadisiyah Province, there are 12 School projects programmed, all of which are completedor 100 percent. Tamim Province Construction is complete for two School Renovation Projects in Hawija, Tamim Governorate. The Al Shaheed Ateyeh Juma and Ruqaiya School renovations included new doors, electrical upgrades, plumbing upgrades, flooring, wall repairs and wall tiles for the bathroom. These upgrades provide an enhanced learning environment for 130 students and three teachers of Al Shaheed Ateyeh Juma School’s six classrooms; and 460 students and 13 teachers of Ruqaiya School’s 12 classrooms. In the Tamim Governorate, 45 of 49 School projects are under construction in the Al Tamim Governorateor 92 percent. Wasit Province Construction is complete on the Hai-al-Zhraa Water Network, that connects 500 residences and buildings to the new network in Al Kut, Wasit Province. This $328K project replaced an existing pipeline between the new storage tank near the courthouse building and Hai-al-Zhraa. The scope of work also included installation of manholes to facilitate access for future repairs. In the Wasit Province, six Public Works and Water projects are programmed, with four completeor 66 percent. Construction is complete for a $275k Border Fort Project in Shatt Al Arab, Wasit Governorate. The Kalied Border Fort project required building a class “C” border fort; to include all required civil, mechanical and electrical designs, as well as a perimeter berm, on site power generation with redundant capacity, a separate jail building, a covered parking area, and living spaces. This completed fort provides an additional base from which the Department of Border Enforcement can police Iraq’s border. Currently, 16 of the 21 Border Fort Projects programmed in the Wasit Governorate are complete.
